Answer:

Introduction

Business Case Governance

This section outlines the set of regulations, policies, functions, regulations, procedures, processes, and responsibility of the stakeholders that define the management and control of the proposed public transport project in Punjab.

Project Context, Requirements and Challenges

This project is aimed at a single purpose of closing the huge gap between the demand and supply of transport to the residents of Punjab state (Discover India, 2016, p. 39). In collaboration with the Federal and local government as well as other stakeholders in the transport industry, we are convinced that the proposed project with provide a sustainable solution to the problem. With an effective plan, we are certain to convince the government and other investors on the importance of investing in new buses to ease the transport congestion (Blakemore, 2015, p. 33).

The success of the ‘Smart City’ project would require the collaboration of the government by providing the funds for the implementation and management. Second, the general public would play a vital role by embracing the project (Mohani, 2014, p. 91). Air pollution by the carbon emitted from the congested states like Punjab do a lot of harm to the atmosphere. By accepting to use proposed bus project, many private car will be left at home hence reducing carbon emission (Verzuh, 2015, p. 111). Likewise, the traffic congestion would be reduced in the city. In short, successful implementation of the project would require interdisciplinary and responsive corporation among everyone.

The main challenge faced is having the government’s approval of the project. It should be noted that in the previous, similar initiatives have failed with the government citing lack sufficient funds. While the government invested in some projects in the past, they were abandoned along the way (Project Management Institute, 2004, p. 67).

Objectives of Governance

Project governance is a requirement which is demanded by the government, regulators and other stakeholders before a project has been accepted. It provides the project developer internal control methods while reassuring the financers that the money spent on the project can has been justified (Scott, 2016, p. 61).  An effective governance will benefit the project in the following ways. First, optimizing the success of the project. Second, avoiding common errors that are likely to arise. And third, motivating the staff by supporting better communication.

Project governance will be used to demonstrate the following issues:

  • Adopting of a life cycle that would allow the review and approval of the project viability.
  • Communicating and recording decisions arrived at during each stage of the project.
  • Establishment of clearly defined responsibilities, performance criteria and roles to manage the project (Office of Government Commerce, 2006, p. 77).
  • Developing a supportive and coherent relationship between the government, project developer and other stakeholders.
  • Ensure that the project case is supported by adequate information and data that will enable the stakeholders to make reliable and well-researched decisions (Office of Government Commerce, 2009, p. 12).
  • Ensure that all the stakeholders have been involved fully in all stages of project development, implementation, management and control. Governance will be used in fostering trust and confidence between the stakeholders.
  • Will help in deploying suitable, experienced and qualified people to ensure the fully implementation of the project (Project Management Institute, 2013 , p. 86).
  • Ensure that the project will add value to the residents of Punjab after its full implementation.

For the purpose of the implementation of the proposed transport project in Punjab state, our governance strategy focuses on:

  1. An agreed governance strategy that in formally accepted and cover joint authority and common decision making that effectively enable communication with the government, project sponsors, project developer, stakeholders and other third parties (Leach, 2006, p. 211);
  2. A strategy that recognizes the apportionment of reward and risk;
  3. A governance that acknowledges the relevance of the existing governances that had been used previously and clearly outlining their strengths and weaknesses;
  4. The strategy that will allow the stakeholders their performance as well as the success of the business during the implementation period.
  5. A strategy that would establishes a clear path for dispute resolution, independent review and agreed reporting procedures (Kendrick, 2004, p. 51).

To prove our commitment, board of the management, with a collaboration with the government and public representative have ensured that the project have been properly managed since its initialization.  The standards that have been set by the board will be applied to harmonize between the processes, programmes and other components of the project (Verzuh, 2015, p. 99).

Best Practice Governance Models

This project will use the Business Process Management (BPM) which is a set of processes and workflows that allows the development, implementation, execution, monitoring, and optimizing of a project. BPM allows the achievement of the optimum solution of the project within a sequence of activities (Leach, 2006, p. 98). It also encourage the completion of the project within a specified period The system was chosen because it will continuously encourage the stakeholders about their roles and responsibilities, indicating the completion status of their portion of work and the remaining part as well the due time that the project ought to be completed. Therefore, it is believed that each team member will perform more consistently and faster to accomplish the goal(s) of the project (Project Management Institute, 2004, p. 65).

The BPM governance model was chosen based on the following attributes;

  1. The model defines accountability and roles which includes a clear deployment if responsibilities. Each process with the project will be headed by a process manager.
  2. Defining the project standards and policies.
  3. The model defines the project goals and objectives at each stage. This would ensure that the each stage is conforming to the general goal of the project upon its completion.
  4. It ensures that the business-level requirement that have been set out represents the views of all the stakeholders.
  5. Can be used to outline the necessary changes in the project.
  6. It helps in defining an efficient flow of information between the stakeholders involved in the project.
  7. BPM also includes an ongoing action feature which is used;
  • Monitoring the project KPIs and progress
  • Monitoring risks
  • Locating process bottlenecks and obstacles
  • Controlling the allocation of resources for the project tasks.
  • Training process participants
  • Getting feedback from the public on the performance of the project after its

Key success Factors

The main objective of the project is to create sustainably and environment-friendly public transport system that will decongest Punjab state. The success of the project is aimed at improving economic efficiency because products and services will be delivered timely to the destinations.

Project Plans

The project plan is as discussed in the paper as stated above.

Stakeholder Management Plan

The main stakeholders in the proposed project plan are the project manager, the team, the government representative and the general public within the Punjab state. Through series of meetings and consultations, the stakeholders will come up with a comprehensive management plan the will promote interdisciplinary communication (Kerzner, 2005, p. 76). The management plan will also outline a dispute resolution method to be used in handling conflicts that are likely to occur.

We seek a mutual relationship that will convert different interests from different groups into a mutual agenda which will solve the transport problem facing the Punjab state.
