Project Context, Requirements and Challenges

This project is aimed at a single purpose of closing the huge gap between the demand and supply of transport to the residents of Punjab state (Discover India, 2016, p. 39). In collaboration with the Federal and local government as well as other stakeholders in the transport industry, we are convinced that the proposed project with provide a sustainable solution to the problem. With an effective plan, we are certain to convince the government and other investors on the importance of investing in new buses to ease the transport congestion (Blakemore, 2015, p. 33).

The success of the ‘Smart City’ project would require the collaboration of the government by providing the funds for the implementation and management. Second, the general public would play a vital role by embracing the project (Mohani, 2014, p. 91). Air pollution by the carbon emitted from the congested states like Punjab do a lot of harm to the atmosphere. By accepting to use proposed bus project, many private car will be left at home hence reducing carbon emission (Verzuh, 2015, p. 111). Likewise, the traffic congestion would be reduced in the city. In short, successful implementation of the project would require interdisciplinary and responsive corporation among everyone. 

The main challenge faced is having the government’s approval of the project. It should be noted that in the previous, similar initiatives have failed with the government citing lack sufficient funds. While the government invested in some projects in the past, they were abandoned along the way (Project Management Institute, 2004, p. 67).

Project governance is a requirement which is demanded by the government, regulators and other stakeholders before a project has been accepted. It provides the project developer internal control methods while reassuring the financers that the money spent on the project can has been justified (Scott, 2016, p. 61).  An effective governance will benefit the project in the following ways. First, optimizing the success of the project. Second, avoiding common errors that are likely to arise. And third, motivating the staff by supporting better communication.

Project governance will be used to demonstrate the following issues:

• Adopting of a life cycle that would allow the review and approval of the project viability.
• Communicating and recording decisions arrived at during each stage of the project.
• Establishment of clearly defined responsibilities, performance criteria and roles to manage the project (Office of Government Commerce, 2006, p. 77).
• Developing a supportive and coherent relationship between the government, project developer and other stakeholders.
• Ensure that the project case is supported by adequate information and data that will enable the stakeholders to make reliable and well-researched decisions (Office of Government Commerce, 2009, p. 12).

For the purpose of the implementation of the proposed transport project in Punjab state, our governance strategy focuses on:

1. An agreed governance strategy that in formally accepted and cover joint authority and common decision making that effectively enable communication with the government, project sponsors, project developer, stakeholders and other third parties (Leach, 2006, p. 211);
2. A strategy that recognizes the apportionment of reward and risk;
3. A governance that acknowledges the relevance of the existing governances that had been used previously and clearly outlining their strengths and weaknesses;
4. The strategy that will allow the stakeholders their performance as well as the success of the business during the implementation period.
5. A strategy that would establishes a clear path for dispute resolution, independent review and agreed reporting procedures (Kendrick, 2004, p. 51).

5. Can be used to outline the necessary changes in the project.
6. It helps in defining an efficient flow of information between the stakeholders involved in the project.

Stakeholder Management Plan

The main stakeholders in the proposed project plan are the project manager, the team, the government representative and the general public within the Punjab state. Through series of meetings and consultations, the stakeholders will come up with a comprehensive management plan the will promote interdisciplinary communication (Kerzner, 2005, p. 76). The management plan will also outline a dispute resolution method to be used in handling conflicts that are likely to occur.

We seek a mutual relationship that will convert different interests from different groups into a mutual agenda which will solve the transport problem facing the Punjab state.
