For this project, a small team of five experienced professionals having the experience and qualifications to work effectively and efficiently for providing a high quality assessment, output and consultation during the duration of the project. 

OBJECTIVES

WVEIA’s team has over 10 year of experience in assessing

With an aim of fulfilling these objectives, the team shall be using their experience and shall strive to provide a high quality, descriptive report about the flora, fauna and vegetation communities which may be existent in the study area. It is aimed that the report shall be in a clear, concise and understandable format and shall conform to the compatible norms promulgated by the concerned authorities.

In its descriptive report, the team shall put forward an objective assessment about the potential impacts on the environment because of the proposed project and these effects shall relate to regional biodiversity, biological values and the ecosystem biodiversity. The report shall take into account the likely impact levels if any mitigation measures are adopted. Finally, it is the aim of the team to provide a clear description of available opportunities for avoiding or mitigating the potential impacts by suggestions in design or management of the project or through any other information regarding the ecological or biodiversity matters which become relevant to the project.

METHODS

WVEIA’s first step in preparing the report will be to conduct a thorough Desktop Survey and this will include collection of key information and literature by using the Geographic Information System (GIS) Data. WVEIA will also make use of the existing management plans, technical reports as well as the state and commonwealth policy and legislation applicable for the project. Finally, regional policies and strategies shall also be reviewed by the team in order to ensure that all local obligations are fully covered. 

With regard to Properties, Elevation, Planning zones and overlays concerning Vegetation (EVCs), WVIEA will provide results for Geology, Imagery and bioregions by using the Remote Data Analysis such as maps, Arial images and satellite photos of the proposed project area. Finally, the team from WVIEA shall meet and conduct consultations with all the stakeholders involved in order to ensure that all the obligatory requirements stipulated by the concerned authorities are met. WVIEA shall keep all stakeholders updated with the latest results and ensure that these are in accordance with the expectations and requirements of the stakeholder. 

Once the data collection is completed, WVIEA shall conduct a comprehensive field inspection and survey on the Flora and Fauna and shall try to provide accurate analysis about the proposed project with regard to the guidelines previously provided. The final report from the team of WVEIA shall be a concise and succinct report, which shall include all the relevant information and a copy shall be provided to all stakeholders. 

FIELD INSPECTION AND SURVEY

During its field inspections and survey, the team from WVEIA shall extensively survey whole of the proposed site and shall take data in accordance with the compatibility required by DELWP, making use of the habitat hectares model developed by DELWP. 

This model has the potential of measuring accurately the condition of the native vegetation against the benchmark set by DELWP for each of the vegetation type or Ecological Vegetation Class (EVC). During the course of this assessment, the team shall collect data about the tree canopy cover, large trees, logs, weed cover, including life forms, recruitment, organic litter and distance to nearest core area neighborhood. 

A comprehensive list of all the species found in the survey area shall be prepared in accordance of the guidelines formulated by the Victoria Planning Provision Ordinance and Ballarat City Council and shall provide details on common names, scientific names, origin, fire response and life form of the species. This data shall be compared with the benchmarks set by DELWP for the particular EVC. After the completion of the field survey, the team shall compare the list of the species with the threatened flora and fauna list which had been obtained during the Desktop Survey and the team shall finally provide a list of threatened species which it has identified within the study site. 

RESULTS

After the team has completed its survey of the project, a draft copy of the report shall be handed over to Tiger Construction. A meeting of the team members and management of Tiger Construction shall be organized for discussing the submitted draft copy to incorporate any necessary changes and a final report shall be submitted within two weeks after the meeting. Within this final report, the WVEIA team shall outline:

? Location and layout maps of the proposed project site.

? The method deployed by the team for conducting the survey.

? Flora and fauna species identified within the site area with special reference to the identification of rare and threatened species. 

? A summary shall also be provided of the potential of significant species within the project site, including the Fauna habitat present or its potential in the area.

? Ecological Vegetation Classes (EVCs) present within the site area. 

? Potential impact of the proposed project on the identified threatened species/communities and their general ecological values. 

? The results of the Vegetation Quality Assessment.

? Potential, if any, of a wildlife corridor within the site area.

? A detailed description of any opportunities available for avoiding or mitigating the potential impact through design or management.  

? A statement about implications arising for the project because of State or Commonwealth environmental or biodiversity legislations or policies. 

? A list of permits or approvals required and the conditions of obtaining these.

? A description of waterways within the surveyed area and potential impacts on amphibians, fish and mammals, including aquatic flora and fauna.
