Question:
The report is basically described about protected lands in different parts of Australia. The lands are the essential part of the natural and cultural environment in the world. It consists of variety of animals, plants, communities and parks, which are significant components of systems of local, national, regional environment. There are many areas in the Australian environment that have become affected directly and indirectly by the human activities and the rates of dreadful conditions are increasing rapidly (Australian government, 2016). It is important to protect these lands for the goodness of those people who has continuously used these areas. Along with this, lands are also affected by other reasons such as change in climate, natural disasters, horrible conditions in environment, exhaustion in areas, and loss of biodiversity etc (United Nations Secretary, 2005).
In Australia, there are different zones such Western Australia, Northern Australia, South Australia, Queensland, New South Wales, and Victoria in which Australia has declared several major protected areas within exclusive zone. In the protected areas, there are national parks, conservation parks, marine plants and animals, natural reserves and miscellaneous reserves etc. There is major potential to expand these areas. In the marine environment of Australia, there are about 4,000 fish varieties and many thousands plants and micro-organism live in marine water (Department of the Environment, 2007). There is a major challenge to protect to the lands and areas to ensure the country’s unique biodiversity by protecting the areas of national, state, territory, and local government level. Australia is devoted to protect of natural environment and ecological system, and the sustainable use of natural resources. For this, Australia is putting efforts by the planned principles and goals to protect the environment. The main aim of protecting lands is to avoid from the issues that are arising from the disturbance of human activity including protecting marine culture, protecting helpless areas such as coral reefs and wetlands, reducing pollution in protected lands, and stopping illegal fishing etc (Australian Maritime Safety Authority, 2016).
To protect the natural land, there are State, Territory and Commonwealth Governments who are protecting these lands in country. There are lots of government agencies or a grouping of more than one agency that are protecting the lands. One of the famous agencies is The Department of National Parks, Recreation, Sport and Racing (NPRSR) which is protecting the different lands and parks in the Australia. In this report, Queensland is taking as a protected area of natural parks, marine parks, and conservation parks such as Bird Island, Western Creek, Great Barrier Reef Coast Marine Park, Endeavour River, Glass House Mountains etc.
The department of National Parks, Recreation, Sport and Racing was established in April 2012 under the Public Service Act 2008. The Department of National Parks, Recreation, Sport and Racing (NPRSR) supports the Government of Queensland. It is the responsible agency for the management of the marine park on daily basis. The employees of NPRSR take part in resource monitoring and evaluation, education, observation and enforcement of marine life and lands. The NPRSR provide monetary support and guidance to staff and society of Queensland. The organization takes part in different tasks related to State marine park areas. The purpose of NPRSR is to protect the marine areas and make them enable to use in now and future (The State of Queensland Government, 2016). The organization has three areas of working: Queensland Parks and Wildlife Service, Sport and Recreation Services, and Office of Racing. There is an act passed for the protection of marine environment named The Queensland Marine Park act 2004. The plan of this act is to give support for protection of the marine Environment. To achieve this purpose the organization is adopting complete and incorporated strategy that include the announcement of marine parks and establishment of zones, effective management strategy (Queensland Government, 2016).
Services provided by the QPWS are:
The department also helps in the government’s objectives to protect the lands. It helps government by these ways:
The mission and vision of the department of National Parks, Recreation, Sport and Racing is improving the interests of the Queenslanders and visitors towards the visit to amazing parks and forests, recreation and racing opportunities in Australia.
The principles of business in NPRSR include all department activities such as strategic business management, day to day operational management and service delivery. There are five business principles of the organization:
The department of National Parks, Recreation, Sport and Racing is under the Queensland’s government. All the rules and regulations which are applied by NPRSR are made from Queensland’s government. The department of National Parks, Recreation, Sport and Racing is distributed its work are in three different parts i.e. national parks, Recreation and Sport, and Racing. The purpose of the Queensland’s government to divide the parts is to provide the protection of natural parks and forests and make available for the enjoyment of all Queenslanders. The Queensland’s government has 1,300 areas of land, including more than 8 million hectares of national park and almost 3 million hectares of State forest. National parks are the important part of Queensland's protected lands and are an essential for natural climate and cultural inheritance. By the appropriate management, Queensland’s government aims to make sure that the parks are sheltered, available by all Queenslanders. By organizing marine protected areas such as declared fish habitat areas through NPRSR, Queensland’s government has aimed to make sure sustainable recreation, commercial and indigenous fishing (Queensland Government, 2016).
Organizational structure refers to the character and values of and organizations which it has and follows. It the specialized division of work into components within the organization (Morgan, 2015).The department of National Parks, Recreation, Sport and Racing has good management team for different departments. First there is director-general, who is the top most authority of the organization. In present time, the director-general is Ms Tamara O’Shea. Tamara was the Deputy Director-General in the Department of Environment and Heritage Protection before joining the department. In the office of director general, there are four departments also i.e. finance, internal audit, cabinet and parliament service and executive service.
Further, there are two deputy directors in the organization, one is for General, Queensland Parks and Wildlife Service and second is for General, Sport and Recreation Services. After that there is an executive director for office of racing. Then there are regional offices for operations in different areas. There are different units under the deputy directors i.e. deputy director general, business management units, policy research and planning branch, community development and inclusion unit, infrastructure planning and development, and technical services etc (The State of Queensland, 2015). The structure of organization is given below:

Good relationships are the keystone of accountable and supportive management. Development of healthy relationships requires trust, time and reliability from all parties. The department of National Parks, Recreation, Sport and Racing has various partnerships with traditional owners in Queensland. The organization has made a policy for the partnership arrangement with different organizations involved in management of marine national parks. There is a requirement of day to day operations to protect and manage the marine lands that’s why the organization has maintained a strong working relationship with the traditional owners. The relationship with the traditional owner by considering their interest and rights will benefit protected area management of the organization (Department of National Parks, Sport and Racing, 2016).
The natural lands are a crucial part of the environment. For few years, it has been affected by human activities. Illegal human activities are continuously applying force on marine environments. Pollution is the most critical problem and the reason of pollution is land based activities such as soil erosion, fertilizer use, thorough animal production, dirt and other industrial discharges. To prevent from these pollutions, the department of National Parks, Recreation, Sport and Racing is doing effective work (Department of Tourism, 2013). By new and effective plans, NPRSR is improving the tourism and destination management so that the tourist and Queenslanders may see the real beauty of lands and marine environment.
The organization has launched a new plan named Queensland Ecotourism Plan 2015-2020 for the sustainability of tourism. The plan aimed to provide ecotourism opportunities that will support the tourism industry, provide a contribution to the natural environment of Queensland, and strengthen the economy of the country (The state of Queensland, 2016).
There is also a department for the tourist and destination management under NPRSR named The Queensland Eco and Sustainable Tourism. This department provides the framework to provide the high quality and iconic protected areas in tourism industry. There will a positive impact on the visitors by providing nature based visiting areas. The Queensland government is continuously working in partnership with tourism industry to deliver the best tourism areas to visitors from the 20-year plan. The initiation of Queensland Eco and Sustainable Tourism is the result that there is an increment in national parks, streamline management and best practice operations (Queensland Government, 2016).
By the above information, it has been analyzed that the Queensland Government in Australia is trying hard to protect the land and natural environment of Australia. The department of National Parks, Recreation, Sport and Racing under Queensland government has divided its department in three main areas of national park and racing to protect the marine and forest life of the country. Many parks are established by the department of National Parks, Recreation, Sport and Racing to protect marine lands and to save the natural lands and environment so that there can be sustainable use of these lands. The organization has maintained its relationship with the traditional lenders of Queensland to protect the land and provide the best tourism destination to visitors. Protected areas, forests and natural parks are the key important parts for a whole landscape and seascape move toward to biodiversity conservation. By the careful management of department of National Parks, Recreation, Sport and Racing, it is possible to save the natural environment and land at some level. Its careful management appeals people to enjoy the parks without damaging these special places.
