With the advent of industrial revolution, the economy of the countries was greatly influenced. The better work opportunities widen the scope of employment and income. People started migrating to the hubs of industrial centers to pursue work and fate. However, it also brought over-crowding and poverty along with it. This increased the possibilities of health hazards and accidents. Now, it became very vital for the organizations to make sure that the workers work in a safe environment free from any possible dangers. This eventually increased the dedication and efficiency of the workers, which amounted to the rise in overall production. Again, a reduction in industrial accidents boosted the punctuality among the employees. Safety and environment management tool were implemented to focus on the performances and the integrity of the operations by enhancing their safety and reducing the severity and possibilities of the occurrence of the accidents. Accidents were very prone in unorganized sectors and among ignorant human resource. Therefore, continuous steps were taken to make improvements in the industrial safety measures and environment records. This was achieved by performance-based practices by encouraging and collaborating with the industries to promote public and social welfare and interests. The management first evaluated all the alternatives of safety measures and then finalized the optimum one concerning the information and resources available to them to implement it so that both the employers and the employees are benefitted from it. The employer was dedicated to taking good care of the employee’s safety, as they were the main income generator of the organization. They also provided guidelines and training to the employees for the proper implementation of the safety measures. ("The American Industrial Revolution", 2016).?

H. W. Heinrich was the pioneer in the field of prevention of accidents. He has always emphasized on the occupational safety and health. However, it needs to be balanced with an awareness of misdirection, which has resulted from promoting some of such premises. He advocated that unsafe acts of the employees are primary cause occupational accidents, and if accident frequency could be reduced, it will equivalently reduce the injuries. He failed to focus on the working system and emphasized only on the workers’ behavior which is incompatible with the current thinking as today’s management aims to improve the working system so as to reduce the possibility of the occurrence of the accidents. The current era focuses on determining the true factors that causes incidents in the workplace and safety measures are taken accordingly by the safety professionals. According to Heinrich, the problem lies with the individual’s failure and proper psychological counseling is needed to correct it. His study did not cover the other factors, which are also the proximate causes of the complexity of incidents. Again, the remedies must be based on practical cause analysis of the proximate cause of the incidents to prevent it and later psychological factors must be applied if no remedy could be ascertained by the simple analysis. While analyzing the primary cause of an accident in the workplace, factors that influenced the incidents must be emphasized rather than the unsafe act of the employees to provide better safety to the employees ("Reviewing Heinrich Dislodging Two Myths From the Practice of Safety," 2011).
