Administration and management uses the collaboration of power and trust to manage the effective balance of working and rules application along with service management in a nation. The current challenge for the entire world is to deal with challenging impact of COVID 19 and get best vaccination to cure the issue and deal. After struggling with lockdown and social distancing challenges for more than one year, vaccinations are produced to prevent the infection, there were many issues linked to the trust over vaccine provided by World Health Organisation Oxford, and may others. The essay is aimed to discuss the extent of trust and power in vaccination program and issues possible to affect the vaccination management in a country, the country selected for the analysis in this essay is the state of Kuwait. According to Arab news, Kuwait health ministry has approved using Pfizer and Astrazeneca-Oxford COVID-19 vaccine. This essay will undertake the challenges health ministry facing in vaccination and its relation with World Health Organisation and impact of power and trust over this relationship with case discussion and other supportive research activities (ARA NEWS; 2021).
Collaboration and power are taken generally, as one party is controlling and leading the acts of other parties for own gain and profit but it is also useful to collaborate for the enhancing the joint endeavour to make effective return to the collaborating parties. Power in collaboration is method to enhance philanthropic perspective related with empowerment and development of others. These points are taken as continuum and illustrious them in three types as Power over, Power to, and Power for with effective presentation. Power is an important but often remains unorganised and unrecognised element in collaboration because it is different for people according to their collaboration aim and objective that control the relations and involvement with others (Olapade-Olaopa, Baird & Kiguli-Malwadde 2014).
In terms of collaboration, power is an important element for discussion because it is affecting to manage effective development of activities that contribute their efforts to make collaboration successful. Power is to influence others to precede accordingly and control the actions of others to manage their involvement in the activities, but this definition represent one party gaining in collaboration and aim of collaborative efforts is supposed to the give something in return. Hence, taking power to gain one-sided gaining is not effective under collaboration but using it to lead and guide collaboration to success is important and required to be implemented as it.
Power over represent the aim to gain for own satisfaction and development, this is own gain perspective that concern to control of relationship practising power with others. It is use as mechanism in condition of failure; it is an authority to control ones demand or requirement with control over required material. Using power in this form has positive and negative, but it many times looks to managing activities to gain relationship with belief of other parties to care managing activities of collaboration.
Element power for is based on altruistic gain that implement the sharing power and building the strength and influence of collaboration relationship, that empower other to take an active role for both team management. The struggle of managing collaboration in this element faces the issues between power for and power to perspectives.
The term power to be aimed to mutual gain that uses the trust as a façade of power to gain co-operation and help collaboration management effectively. The locus of enduring power is effective because it enables to influence decision-making in broad arena to manage the effective gaining of relationship. The vaccination management is planned by all countries; they are effective for the health management, as vaccination distributor can practice this power for elements, to gain health development activities for health care management (Kähkönen 2014).
Trust is essential for the successful collaboration but understanding trust is challenging and implementing these in the collaboration requires effective balance of understanding. Building trust is key aspect of leading and managing professional relations, experience affect trusting, many employees talk about misuse of power and hostility that affect the relations in general manner, collaboration, and other activities in effective manner. Trust including arrangement of activities that focus to manage involvement of parties in planning effectively and having faith for them to perform well (Tschannenâ€Moran 2011).
The expansion and development of trust in a relation is based on the integrity, strength, surety, and ability of person aimed to other in confidence and certainty for future action. Trust is long-term aspects that require regular building and development by the parties involved in any general practices. For instance, Kuwait has announced vaccination program for its public and other migrants this announcement is lined to the most challenging and serious issue of the people’s life and health ministry of Kuwait is responsible to elaborate with clear communication for the safety and availability of vaccination (Bond-Barnard, Fletcher & Steyn 2018). Communicating about the planned activities and informing others for their importance in involvement is important step of elaboration of trust. Sharing the experience either good or bad, communicating about the impact and challenges is effective to trust management and accomplishment. Complete or partial implementation of trust-based activities is effective to bring the development for the activities effective and supportive to make relationship.
Trust building and keeping it in same management is a cycle that based on the format of give and take; the administrating bodies are required to manage their communication that the policies, rules, or aspect they are planning is aimed to support them and their development. cyclic aspect of trust building represents outcomes meeting to the expectations. Role of power and control is important in trust building and management, lack of trust affects the trust level and reliability. For instance, there are many kind of vaccinations available, and are approved by the WHO, but selection to vaccinate population is based on the demographics, biological, and climate factors of the country and management of trust among the population and government. Trust build among the management is helpful for the collaboration, international affairs are very important to manage effective trust development, and management activities that can clearly help to manage further activities (Malhotra & Lumineau 2011).
As on update by the ARAB news, Kuwait’s health ministry permitted on Friday the emergency usage of the Oxford/AstraZeneca COVID-19 vaccine, Drug and Food Control Affairs assistant undersecretary, Abdullah Al-Bader, implicates that the ministry had prospered in procurement of first batch of the vaccine produced in Oxford because country is keen to start vaccination program (MacDonald 2021). Despite of these activities people of Kuwait are facing many issues with the vaccination program. Vaccination is already facing lack of trust, anxiety, and psychological challenges, and this partiality of government among the citizens and second-class migrants can be challenging to build trust. There are many cases found challenging after vaccination and these affect a person mentally, lack of full consent and trust is challenging to collaboration of government and population and it is bringing many issues.
The three elements power to, power for, and power over relating to power collaboration is challenging in Kuwait. According to Bloomberg, Kuwait’s vaccinating its citizens against Covid-19 at six times the rate of emigrants who make up two-thirds of the population, urging claims of discrimination and anxieties the inconsistency, will interruption a return to normal life (ARAB News; 2021).
The vaccination decision to prioritise the nationalist over migrants’ represent that power over concept of collaboration is practices in the country. As discrimination in the healthcare sector is challenging, major population of migrants are involved in the services that directly affect the hygiene and safety of local population. Large numbers of migrant’s in Kuwait are engaged in frontline services, driving, food deliver, or direct customer relations activities that might affect the health vaccination program. Irrespective of this, lack of trust due to racism and partiality of government is possible to affect the intra-national and international practices of nation and its population. Focusing on power collaboration in such critical situation is required to manage trust and full involvement of population.
Kuwait government with aim to vaccinate 80 per cent of its population against COVID-19 by the month of September 2021 has introduced vaccination programs with inoculation campaign developed by Pfizer, AstraZeneca, and BioNTech SE (ARAB NEWS; 2021).
Vaccines have been a key strategy for health improvement, increase life expectancy, Kuwait health ministry has been using its power to collaborate with the international organisation as the Global Alliance for Vaccines, and Immunization (GAVI) and World health organisation to manage its aim of vaccinate 80% of its population (ARA NEWS; 2021). Health Minister Sheikh Dr Basel Al-Sabah mentioned that 145 companies are contending in the race to generate a vaccine, and that Kuwait has stretched out to five firms for the supply. He added that 50 per cent of the population would be vaccinated after arriving of second shipment. The ministry of health signed agreements to obtain vaccines over the World Health Organization’s COVAX programme and adding the Pfizer contract country deal with the British countries for produced vaccine by AstraZeneca and the University of Oxford (Alqudeimat et al. 2021).
The trust management in this collaboration is important because Pfizer and BioNTech both have claimed that their vaccine is 95% effective in virus prevention and illness reduction. There are many issues prevailing among the common population regarding the vaccine effectiveness, hence in order to gain trust in collaboration the Prime Minister was the first to receive the vaccine on December 24. Dr. Ghada Ebrahim stated that this act was “to encourage people to register online and vaccinate”
The aim of 80 per cent population vaccination in Kuwait is under process. although the government is facing many issues as lack of trust in vaccine, issue regarding migrants vaccination rate, and other. These issues affect the power, trust management in collaboration, and bring it to critical situation as well (Bolomberg; 2020).

This essay discusses about the impact of COVID-29 vaccination contract and campaign activities in Kuwait and issues arising in the management of these vaccination programs. Power for is aimed to use collaboration for development and trust building for effective management, lack of trust from the population and collaboration in decision-implementation is possible to affect the decision-making and implementation in different sectors. Kuwait is managing effective relations with international for COVID vaccination campaign but internal challenges from the migrants and nationalist are possible to solve with strategies of power for and trust building practices.
