The Alberta rainstorm and Calgary flooding took place from June 19th to 28th, in the year 2013. The incident took place in Southern Alberta and this even was responsible for the largest evacuation due to natural disaster. During this three-day cycle, heavy rain took place across an area from Canmore to Calgary, resulting in an average rainfall of 75 to 150 mm (Cdd.publicsafety.gc.ca. 2021). Throughout the province, twenty-nine municipal states of emergency have been proclaimed. In the incident a total of 4 fatalities took place. Additionally major disruption across the province of power, clean water supply, telecommunication as well as transportation corridors took place. The Tras-Canada highway was closed as a result of mudslide that occurred by the torrential rain. The flood had forced the evacuation of approximately 1 thousand Albertans. The cost of insurance is projected to be $1.2 billion. Southern Alberta's Gross Domestic Product (GDP) is reported to have been decreased by $550 million as a result of the tragedy (2013 dollars).
As per Calgary.ca. (2021), the natural anatomy of flood occurrence include overflow of water either due to heavy rainfall or sudden increased flow of water. Floods are usually caused by a large amount of rain falling quickly, causing rivers or oceans to overflow their banks. Storm surges – the height at which the tides rise at the time of a tropical storm or hurricane – also can result in flooding. Spring run-off, for example, occurs when snow melts too soon for streams and rivers to absorb it, causing them to overflow their banks. The Alberta rainfall and Calgary flood in 2013 took place due to heavy rainfall on the melting snow on the Rocky Mountains. The Rocky Mountain, combined with rocky, steep terrain resulted in rapid as well as intense flooding in southern Alberta watersheds.
The four pillars of emergency management includes prevention, preparedness, response and recovery. In order to prevent and mitigate the impact of the Alberta storm and Calgary flood, risk assessment was done. A plan for evacuation had been developed by the local government. When it comes to preparedness, the city had issued flood warning and activated Municipal Emergency plan. A state of local emergency was declared and an evacuation notice for community risk was placed. Approximately 10,000 individuals were evacuated over the course of flow (Vasconcelos et al. 2013). The key reason behind this evacuation is to ensure that no harm can took place at the time of flood.
When it comes to the third pillar that is response, as a part of emergency management, electricity was disconnected in order to prevent electric shock related accidents. The government had taken effective measured to reduce the water level in the Glenmore Reservoir in response to flooding to enhance the amount of water absorbed by the reservoir and mitigate flooding without compromising the ability of the treatment plant to provide good drinking water quality. However in spite of all measures taken 4 individuals lost their life in this flood, there was as much as 6 million financial losses n property damages across southern Alberta. The evacuees who has been evacuated for a temporary amount of time had faced trauma due to loss of home. The follow had resulted in huge financial and property loss. It resulted in disruption in business and critical infrastructure. Additionally, it resulted in power outages across southern Alberta.
As a recovery plan, a significant amount of investment has been done from the end of the government to rebuild the permanent loss of the homes of the evacuees and the affected individual. Homes were rebuilt and electric poles was restored within a limited amount of time. A total of $2,018,484,288 was invested by the municipality as a recovery initiative.
From the above paragraphs, it can be clearly understood that the Alberta rain and Calgary flood was a major natural disaster that has taken a toll on Southern Albert. However, in order to control the effect of natural disaster, effective step was taken from the end of the government. A good number of temporary flood was made across the city (Eccles, 2014).Without the flood barriers, damage to the Calgary would have been highly devastating. In spite these precautions, the Elbow and Bow Rivers overflowed their banks. In Calgary, a large-scale emergency response was expected in 32 communities, while the downtown area was rendered inaccessible for a huge number of days. Transcontinental flooding, enhanced storm water back-up, groundwater and sewage back-up caused considerable damage to both the private as well as public property.
