Introduction

In the current 21st century, lots of technologies have emerged in health industry. One of the web-based application is on e-health which has provided patients with an easier access to health services and healthcare information. It is also important to note that e-health has emerged as one of the intersection of medical informatics, public business and health.

Healthcare industry has been undergoing fundamental changes in the past ten years especially after in the introduction of internet of things. Some of the important changes is hospital-centric services which has lots of homecare clinics and more ambulatory services. Second is the emergence of e-portals which has provided patients which easy access to information. However one of the major sectors in healthcare industry which has been overlooked is the on the recruitment of medical staff. The current recruitment process is entirely manual; the human resource rely on manual recruitment process where applicants are required to bring their credential physical.  This paper will highlight how human resource department in medical industry can move from a manual system to an e-portal where medical personnel are able to fill their applications online.    

Literature review

First Health Information System is one of the building blocks as it strengthen delivery of services. One of the commonly used architectures in health industry is the Service-Oriented Architecture. This provides a means to offer, interact and discover and use various patients services needed. The SOA architecture has provided a platform which has enabled development of e-health portal. One of the most widely and used platform is the web services platform. This platform has enabled development of various XML documents such as Web Services Description Language. These services communicate with each other as defined with XML language (Awodele O, 2017, p. 6).

Second, with the health system there is the patient self-service portal which allows patient to access their information on their health and previous procedures conducted unto them. Some of these patient’s portals are personalized so that only resources and features that patients’ needs are available.  Over the years these patients portals have evolves from a very lo-end intranets into a fully integrated information system. Currently hospitals are able to integrate patient communication, business processes, applications, and information. Due to this hospitals are able to cut cost and at the same time improve employees’ morale as they is no need for patients to visit medical centers for information. It is also important to note that these patient’s patients’ portals contain self-service features example are online banking integration where patients are able to pay for services before doctor’s consultation (Breitman, 2019, p. 139)     

The gap

Whether one is entering the job market for the second time or re-entering after switching career, the whole process of job search is challenging task world-wide. This experienced across board even in medical or health industry. One of the issues which is making this look to be tedious is the process of application, then the recruitment process. At times human resource department in the industry are finding it to be more challenging since there are unable to reach out to the larger population. It is also important to note that the current existing process during the recruitment of medical staff includes the use of traditional methods such as Employment agencies and advertising via radios, televisions, and newspapers. This process is not only slow but also costly and stressful to the organization.  

To ease this process an online recruitment is best option which needs to be integrated with other applications in health industry. The end users for such an application is are the job-seekers and the human resource department in health sector. Also there needs to be an admin who is the major person maintaining the portal.    

Project aim and objectives

Online medical staff recruitment portal is a system that provides online services for both human resource department in medical industry and potential medical candidates. The major module here is what is known as employee recruitment module. It is important to note that the system is to be developed using php and the back-end programming language and MYSQL.

Proposed System design

To start with system design is the process of defining system components, interfaces, UML and components to satisfy proposed system design. In this case UML is a collection diagrams and what are referred to as a set of notations. The UML diagram in this case is as shown by the figure shown below

From the above diagram it is evident that actors of the proposed system are admin, unregistered medical staff job seekers, admin, and registered employer in this case medical staff recruiting agency. Here the use cases are;

  • Registered account: Here it requires a potential candidate to register with online portal
  • Login: This requires both the job seeker and the human resource department to login into the system.
  • Activate or deactivate: This requires the admin of the page to activate or deactivate a certain account
  • View applications for a certain medical post: In this case it denotes a set of actions where a potential candidate is able to view applications
  • Add reviews: This use case usually denotes a set of actions which are required by the job seeker to add reviews to a certain job post

Class diagram

The proposed class diagram for this online recruitment portal is as shown by the diagram shown below. This describes the structure and design of the system by displaying the proposed system classes and their attributes, relationships and their attributes. In this case the proposed diagram is as shown in the figure below

 

As shown from the diagram below there are five major tables which are proposed for the design of the system these are

  • Employer table: In this case it used to hold the details of the employer i.e. medical facility
  • Jobseeker table (Potential medical staff): This holds details of a potential candicate
  • Posted jobs: This holds details of the jobs posted by the employer or the medical staff facility
  • Applied jobs: This holds details of the jobs which have been applied by potential medical officer candidate

From the above diagrams and description it is evident that web-based application will contains two major modules. The medical recruiting department or agency in this case is under the banner employer and the potential medical candidate in this case he or she is under the banner jobseeker. The admin module comprises of several functionalities. Example there responsible of activating and deactivating a certain job seeking account, posting applications, and viewing of applied posts. The jobseeker or the medical personnel applying for a certain job needs to first register with the portal using the first name, e-mail, password, mobile number, primary skills, and experience. Later they are required to login into the portal and provide the details.

Other important pages are static pages example is the home page with very good UI and one that contains animated slider for image banner, about the medical facility and contact page.  The technology to be employed is as listed below

  • HTML: This is used to develop the static pages
  • CSS: Used to add styles onto the pages to made them presentable
  • PHP: Used for data manipulation and adding of data into the MYSQL database
  • JavaScript: Used for validation
