The Texas Department of Family and Protective Services (DFPS) is responsible to call of the suspected abuse towards a child and Child Protective Services (CPS) is responsible to conduct the investigation of the crime. Besides, the role of community members and educators is also important in maintaining the secure environment for children living in rural areas. As the government legislation is not strictly followed in rural Texas, there has to be robust legislative framework to address the issue of child abuse and neglect in rural Texas (DePanfilis, 2016)..

As per the DFPS Annual Report, children younger than three years old are most vulnerable to child abuse. In fact, it was observed that half of the cases are related to children who were less than six years old. The community members and educators need to consider this as a high alert and respond to this issue on urgent basis by aware people about child abuse and its consequences as majority of the cases (Around 49, 978 victims) are caused due to neglectful supervision of children (Watson, 2017).

The main aspect to be considered in this intervention is to make people aware of the crimes against children. A child is not mature enough to address anything wrong happened to him whether a sexual abuse or physical abuse, they are unable to complaints about their problem and being a responsible citizen of the society, each member of the community need to contribute in this intervention by communicating effectively with their children about their mental and physical well-being (Girardet, et al., 2018).

The focus of the policies should be child-centred to ensure their safety and to provide them support to overcome the maltreatment towards them. Child-centred policies include mentoring, paediatric care, mental or behavioural treatment. For young children, there has to be pre-school intervention which includes early head start and play of parent and child, these plays and programs will foster the educational climate for both the children and community members. This matrix will help to overcome the issues related to clarity in communication with children in terms of problems they face on regular basis (Watson, 2017).

When establishing these policies and strategies, there will be issue in making children understand the severity of the crime which is committed towards them.  The polices are helpless if these children are not provided the adequate information regarding the child abuse and neglect, being living in rural areas, these children face problem in expressing what they are suffering from. To overcome this there has to be establishment of workshops where children can be guided (Salamido, 2017).

The progress of this intervention will be measured in short term progress approximately of one year as the main age group to be concerned is 0-3 years of age and these children can be easily educate about the child abuse and neglect, the short term progress will help to understand basic understanding on this issue to be implemented well or not. To measure the short term progress, childhood maltreatment will be assessed in which each children of the community will be asked if they ever experienced a crime (Girardet, et al., 2018).
