Construction planning is a critical step in any construction project given the immense resources needed to complete a construction project. Construction planning refer to the specific processes used to lay out how a project will be managed and executed to meet the desired outcomes and includes materials ordering, the construction itself, deploying subcontractors and workers, resources, and completion and handover to the client. Construction planning can be undertaken effectively using project management approaches to ensure greater control, effective planning, and execution, and the first step is in the development of a tender construction program (Jongeling, 2021). This report outlines the tender construction program for developing a new residential building consisting of two units, located at East Hills NSW. The construction plan includes the WBS (Work Breakdown Structure), a sequence of tasks and their dependencies, resource requirements and their durations, and conflicts and leveling.
Each project has dependencies that determine the sequence of works; the dependencies pertain to the relationships between project tasks or products; tasks need input from other tasks before they can be commenced and completed. The dependencies determine the project tasks, along with the specific attributes related to dependencies among and between other activities and the nature of the project. The dependencies have been developed based on the WBS and the nature of tasks, such that some tasks can start co-currently or be executed parallel to each other while other tasks can only start after preceding tasks have been completed, for instance in this project, the walls or first floor slab can only be put in place after the foundation has been set up. The dependencies and sequences are developed based on the principles of SS (start to start), SF (start to finish), FF (finish to finish) and FS (finish-to-start). FS shows that the predecessor task finish date determines the successor task start date. SS shows the predecessor task start date determines the successor task start date. SS means predecessor task must start before the successor task can start, while the SF implies the predecessor task must be started before the successor task can finish (Project Management Info, 2021). These were developed in MS project application as depicted in Gantt chart attachment;
Resource levelling is a method for adjusting the start and finish dates based on the limitations of resources with the objective of balancing (Viter, 2021); it was attempted using MS project. There was over-allocation of specific human resources, namely the electrician, plumber, roofer, heavy equipment operator, project manager, roofer, and plumber. The resource allocation was only possible manually, but even this way the resources would not level due to a lack of slack time in the project. The available option, therefore the only approach would be to reschedule tasks, meaning changing the task durations in the Gantt chart to enable better resource allocation (Westland, 2019).
