Answer:-

Task 1: Quality management system

The underlying objective of ABC Contractors Pty Ltd lies in renovation as well as redecoration of Z building in the Kingswood campus. Underlying requirements for the refurbishment of the building includes room surfaces, door, windows, room fittings, joinery, loose furniture, power supply services, Wi-Fi, and others. The following process needs to be considered by an organisation for quality management system:

  • Addressing the core required for quality management system to ensure understanding of their application within an organisation
  • Determining the sequence of the deployment process along with developing a proper interaction (Rumane 2017)
  • Ensuring key criteria and method for ensuring effective control as well as operational process
  • Managing resource availability and necessary information to support as well as monitor the underlying process of quality management system (Ahmed and Mohammed 2018)
  • The organisation must determine measure, monitor as well as analyse key processes
  • Implementing key actions to achieve the pre-planned result to ensure improvement for an appropriate quality management system

The above diagram demonstrates that the initial quality management systems initiate only after getting the input from the user. Primarily, the user’s request is checked for further strategic development. After processing the request, the quality management system starts proceeding by ensuring identification of process followed by a proper sequencing. In accordance with the ideas of Pambreni et al. (2019), structural orientation in quality management system ensure setting up a trajectory following which a proper development method can be planned. Likewise, in this context, the key criteria as well as methods that helps connecting operations and procedural control can be emphasised for ensuring effective level of quality check. Afterwards, checking user inputs for managing the core proceeding must be emphasised upon. Primarily, checking availability of associated resources, analysing the core procedure, and implementing core actions must be focused for ensuring quality management. Additionally, the following procedures need to be implemented for appropriate proceeding:

  • Problem identification
  • Establishing team response
  • Root cause identification
  • Deploying corrective action
  • Recurrence prevention
  • Monitoring effectiveness

The primary step of problem identification holds enormous importance as it can help understanding the core process alongside its existing anomalies. Additionally, audit results, customer feedbacks, and overall inspection findings must be included in the non-conformity report. Additionally, a response team to take actions against this particular aspect can be prepared for appropriate functionality (Nouban and Abazid 2017). Apart from that, identification of root-cause through an in-depth analysis can be highlighted for resolving issues regarding further strategic development. Afterwards, solving the core issues to correct, minimise, and even eliminate the root causes, best suited corrective action must be considered. In addition to that, considering the standard of AS/NZS ISO 9001:2016, Claus 10, it can be demonstrated that improvement cannot always be continuous pertaining to different circumstances such as financial issues, time constraints and others (Newlan 2018). Finally, analysing the effectiveness of the quality management system is required for managing implementation of plan within scheduled time and budget which breeds feasibility for the project.

Task 2: Project quality plan

Project quality plan can be contemplated as a project related quality plan that help describing the standards, activities, tools and processes that must be deployed in a project to ensure better quality (Burkov et al. 2018). Likewise, as for the specific project of ABC Contractors, the quality management system will be developed for identifying project activities. Additionally, it can be considered as a significant tool for determining the core process of a project. Apart from that, quality management systems in general instances help in terms of resource identification which predominantly adds values to project as well as help estimating results (Demirkesen and Ozorhon 2017). In this context, refurbishment of building Z by the company would require development of a proper plan which will ensure proper resource utilisation, adding value and estimating result. The following aspects can be considered for developing a cohesive plan regarding quality optimisation process:

  • Increasing defect removal efficiency
  • Maximising requirement volatility index
  • Schedule and cost variance analysis
  • Major defect analysis for further process improvement
  • Considering continuous improvement rather than one time measure

The diagram describes the core process of quality plan for proceeding with the project along with their underlying relationship with client regarding the project contract. Primarily, client requirement analysis can be contemplated as the most significant element of consideration to meet customer expectation (Nguyen et al. 2018). Likewise, the above diagram depicts that ABC intends to analyse the core contexts of refurbishments to deliver a higher project quality. In order to meet the core requirements of refurbishment of Z building of Kingswood campus, a synchronous approach must be taken into consideration. For example, un-installation of damaged equipments, creation of a cohesive refurbishment order and maintaining quality can be considered for ensuring a synchronous process growth. In the views of Ma et al. (2018), appropriate project planning can be contemplated as the most significant step as it helps deriving the core requirement as well as achieving the expected result by setting the trajectory of progress.

Likewise, in this particular project, planning regarding a proper schedule development, budget panning, further approval, and other steps can be taken under account to ensure a proper strategic furtherance. Researchers suggest that cost and time are two primary concerns that appear in construction projects. With the second wave of Covid-19 crossing the threshold, this particular aspect holds massive relevance as chances of increasing time as well as budget due to work-day losses might occur (Ogunnusi et al. 2020). After understanding the basic requirements, a quick path to ensure different refurbishment plan such as purchasing raw material, hiring labour and monitoring the entire plan to ensure a cohesive growth process must be taken under consideration.

Task 3: Quality procedure

In order to a create a standard quality procedure, development of quality manual, document control procedure, record control documentation, internal audit control documentation and integrating corrective actions for a cohesive plan development needs to be taken under account (Wawak, Ljevo and Vukomanović 2020). Likewise, the following quality procedure describes an effective level of developmental paradigm for installing suspended power outlets in the building:

Figure 3: Quality procedure for installing suspended power outlets

(Source: Created by author)

The above structure diagram provides a basic process flow that can be considered as a crucial aspect for demonstrating suspended power outlet. In order to ensure quality and safety, primarily it needs to focus on the core context of direct connection of socket with both active and neutral component as it will reduce chances of fuse breakage. Connection of the neutral wire with the switches to ensure a proper earthling of the system can be contemplated as another most significant aspect of consideration. Finally, sliding the in-built cover and clipping it into the position to ensure an adjustable outlet that can be further managed while required must be made.

Managing roles and responsibilities in this particular context seems one of the most crucial aspects of consideration as low quality of the chosen aspect not only deteriorates project success; however, it may create security related issues. Therefore, the labour who is working in this particular aspect needs to be communicated about the importance of the aspect. Additionally, the quality department needs to check the entire system through trials before the building reopens for individuals. In the views of Ljevo, Vukomanivc and Džebo (2017), the project managers responsibility in quality assurance is on higher side; hence, the final quality check for any prototype or original system needs to be completed by them. Likewise, in this particular context, the project manager needs to abide by the core clauses of AS/NZS ISO 9001:2016 to deliver a seamless construction project.

Authorisation can be contemplated as another one of the most crucial components that must be focused on quality control as it helps finding anomalies as well as responsible person for a particular event in case any unlikely situation occur (Landy, Sousa and Romero 2020). Likewise, in this context, the primary authorisation must be given to the electrician who will be responsible for installing suspended power outlet regarding the process of installation and testing. Furthermore, authorisation to the project manager as well as the quality department head to re-state the overall quality of the project.

Document control can be contemplated as a significant area of project management that demonstrates a practice to create, review, modify, insure, distribute, as well as ensure accessibility of a particular document (Amarasekara, Perera and Rodrigo 2018). In the specific fragment of the refurbishment project, the quality control team will be responsible for presenting a detailed checklist to the project manager to ensure all the aspects of quality measure previously fixed will be delivered. Additionally, the project manager will require distributing a final quality control report to the stakeholders.

Task 4: Inspection and test plan

An Inspection and Test Plan (ITP) can be described as a document that helps describing the plan for managing quality control. In accordance with the ideas of Urquhart and Whyte (2018), ITP helps generating a specific element that provides information on requirement, method, and overview of a plan that needs to be used for a project. Apart from that, documentary evidence and responsibilities of relevant parties regarding the project to ensure a systematic process needs to be included in this plan for better demarcation. Likewise, in the case of ABC’s project, the following ITP can be suggested:

Table 1: ITP for Z building refurbishment

The above representation illustrates that different components of refurbishment must be focused for ITP. Apart from considering the above elements for managing the core contexts, the following aspects must be focused upon:

  • In process and final inspection process for the building refurbishment must be managed by the campus management as well as the project manager after the report proceeds further (Rumane 2017)
  • The core method of inspection needs to be carried out by presenting a proper document testing procedure based on the standards AS/NZS ISO 9001:2016 needs to be done
  • Statistical specification delivery maintenance for addressing non-conformity proceeding
  • Checking the final review presented by the quality department and project manager for better demarcation
  • Considering a time limit of three months to ensure a systematic proceeding must be focused upon
  • Managing the testing frequency for verifying the conformity in an effective way
