For discussing on the topic of income approach, this paper focuses specifically on disability income support program in Australia and Ontario. The study states that mental illness has been one of the fastest growing categories of illness among majority of disability income support program but however is unknown on how policy designers considered this overall vulnerable group. The study content embarks on 45 disability income support program policy designers at Ontario and Australia for explaining how they can consider mental illness as a significant challenge while designing the policy. the study adopted grounded theory approach and focus on five emerging challenges among the disability income support program of Ontario and Australia. These five areas off challenge included procedure of validation, provision of illness, undifferentiating of mental illness, managing of mental illness and finally separation of person from illness. Each of the challenge identified within the study has been described and compared across the scenario of Ontario and Australia. Searcher of the study define and discuss these challenges while developing a framework for other significant settings to determine how well the disability income support program policies have considered and included mental illness as one of the significant factors during their policy design. The study highlighted the step taken by Australian government by the introduction of national disability insurance scheme across Australia with comprehensive and personalized support and income support for the community under the age of 65 acquiring disability with no-fault insurance coverage.
Income support for disabled individuals has been a topic of debate specifically among the policy makers perception in Canada and Australia. This study targets to explore how policy makers in the nations of Canada and Australia conceptualize a person to be suitable for income support under the grounds of disability. The researchers of the study compared across the two settings of Canada and Australia and income support system for disability and adopted constructivist grounded theory approach. A total of 45 policymakers in Canada and Australia was being interviewed among the date of 2012 and 2013. These participants were encouraged under the norms of being influential to the design and assessment of disability income support program. The study embarks on the importance of income support for disabled people by discussing that government provides disability income support benefits to the individual who are unable to generate their own income due to the result of disability since income has been considered to be one of the major determinants of health. A theoretical approach has been suggested for implementing obligations like work requirements in exchange of the benefits of disability income support at certain rights to be one of the effective ways to counter attack any of the unethical and malingering behaviour. The theory is Parson’s sick role Theory. Of this study revealed the five ideal types and features from the perception of policy makers to denote individuals in requirement of income support. These five-ideal type of features includes diagnostic proof, visibility, permanency, recognition AS the medical illness as well as perceived as externally caused. The research also revealed the perception of several policymakers to denote mental illness as not an ideal type of disability by juxtaposing the features of mental challenges against the contemporary physical illness. The overall increase in income support disciplines among disabled persons has divided those who are covered under the law and perception of policymakers in Australia and in Canada into a more optimal category of income support, as well as less deserving or imperfect handicapped.
