Healthcare policies are essentially developed keeping in mind several aspects which would bring about long-term success of The Healthcare Systems And The Healthcare Patients as a whole. In this context, it becomes significant to note that there are several competing needs which generally tend to influence the formation and the development of policies which are largely associated with the workforce needs, resource availability and other patient needs (Cocchiara et al., 2019). For instance, in the context of developing an employee-oriented policy, it becomes significant to underline that the workforce needs such as considerate shift hours, the related pay system and the convenience of the employees needs to be largely considered. On the other hand, in the context of the resources, when engaging in any policy related to the development of the infrastructure or additional facilities to the different patients, the current resource capabilities of the healthcare place needs to be considered effectively with the help of which better outcomes can be attained. In case the resource needs are not considered well, then in this scenario, it may lead to poor outcomes.
The issue which had been taken prior to this was the Burnout amongst the healthcare workers. Here, it becomes significant to note that, the healthcare industry has been suffering from shortage of staff and hence, this has led to a burnout of the healthcare workers (Milliken, 2018). Pertaining to this, it becomes integral to underline that, this burnout has led to several issues in the health domain which can be identified to be issues such as increase in the errors, poor services and associated issues related to the exhausted work staff which reduces the efficiency at the workplace. Hence, in order to address this national issue, a policy associated with managing the staff members has to be developed. Here, the human resource management has a key role to play as it assists in ensuring better outcome by communicating with the different staff members. Having flexible shift hours and hiring more staff members would be a useful policy (Kelly & Porr ,2018). However, to resolve this competing issue, some of the competing needs which may be faced can be identified to be associated with the limited resources in terms of finances to pay a large number of staff members. Additionally, shortage of health care workers and the overall unwillingness to serve in the hospitals and clinics due to the disadvantages may be identified to be the competing needs which might have to be addressed first. Once these competing needs are met with in an adequate manner, effective policies to reduce burnout of the workers such as shorter hours, better compensation and other facilities can be developed.
The policy needs to develop these competing needs by systematically targeting them one by one. Pertaining to the financial considerations, the policy needs to be based on the understanding that if the workers are not paid well, it may lead to errors by the over worked staff which may lead to larger costs (Pavelková & Bužgová, 2015). Hence, these need to be addressed well. Moreover, by providing added benefits such as insurance and education to the staff members, some of the financial payouts can be reduced but at the same time the health workers may be motivated. By following these tactics, an effective policy to prevent the burnout of the staff members may be presented which involves shorter shift hours, better overall compensation and adequate staff availability.
